Procedure for Signing International Academic Cooperation Agreements
Identify the Type of Agreement
Non-University-Level General Agreements
- The college, department, institute, or center drafts the agreement in consultation with the partner institution.
- The responsible unit submits an official approval request, or uses the NSYSU Academic Cooperation Agreement Approval Form in lieu of an official approval request, together with the draft agreement. After review by the Office of International Affairs, the documents are submitted to the President for approval.
University-Level General Agreements
- The Office of International Affairs or the unit proposing the cooperation drafts the agreement in consultation with the partner institution.
- The responsible unit submits an official approval request, or uses the NSYSU Academic Cooperation Agreement Approval Form in lieu of an official approval request, together with the draft agreement. After review by the Office of International Affairs, the documents are submitted to the President for approval.
- The agreement is submitted to the Administrative Meeting for review and approval.
Double-Degree Agreements
- The college, department, institute, or center drafts the agreement in consultation with the partner institution.
- The responsible unit submits an official approval request, or uses the NSYSU Academic Cooperation Agreement Approval Form in lieu of an official approval request, together with the draft agreement. After review by the Office of Academic Affairs and the Office of International Affairs, the documents are submitted to the President for approval.
- The agreement is submitted to the Administrative Meeting for review and approval.

Identify the Type of Agreement
Based on the level and nature of the cooperation, agreements are classified into three categories: non-university-level general agreements, university-level general agreements, and double-degree agreements. The applicable procedures are outlined below.

Please follow the procedures outlined above.

Confirm Whether the Partner Is an Institution in Mainland China
If the partner is a school or institution in Mainland China, after completing the above internal procedures, the agreement must be processed in accordance with the Ministry of Education's Review Guidelines for Alliances or Written Cooperation Agreements between Schools at All Levels and Schools in Mainland China and submitted to the Ministry of Education for approval. The agreement may be signed only after approval has been granted by the Ministry of Education.

Signing the Agreement
After completion of all required reviews, approvals, and, where applicable, procedures for obtaining approval from the Ministry of Education, the Office of International Affairs, college, department, institute, or center shall arrange for the agreement to be signed according to the applicable level of cooperation.

Record Keeping after Signing
After the agreement has been signed, the responsible unit shall submit a copy of the signed agreement to the Office of International Affairs for record keeping. For double-degree agreements, a copy shall also be submitted to the Office of Academic Affairs. The relevant units shall subsequently carry out the cooperation activities in accordance with the agreement.
