Overseas Chinese Student Medical Insurance (OCSI)
To ensure medical protection for overseas Chinese and international students who do not yet qualify for National Health Insurance,students who do not meet the requirements of the National Health Insurance Actmay participate inOverseas Chinese Student Medical Insurance (OCSI). The insurance is valid for six months, with 50% of the cost subsidized by the Overseas Community Affairs Council and 50% paid by participating students. Students who join OCSI and take a leave of absence or withdraw from school during the valid insurance period still retain their insurance rights.
1. Eligible Participants: Overseas Chinese students who do not yet qualify for National Health Insurance.
2. Fees: NT$600 per semester, paid together with tuition and miscellaneous fees (Academic Year 113)
3. Regulations:
1. During the insurance validity period, if medical treatment is required due to illness or accident, students may seek treatment at any National Health Insurance medical institution nationwide. Outpatient fees must be paid first by the student. Afterward, submit the original receipt and medical certificate in person to the Overseas Chinese Affairs Division to apply for reimbursement from the insurer.
2. For outpatient claims, only one claim per day for the same symptom is allowed, with a maximum reimbursement of NT$1,000 (including registration fee).
3. For outpatient medical treatment, if surgery is required and the word “surgery” is indicated on the medical certificate, the insurer will reimburse the full amount.
4. For hospitalization due to insurance-related illness or accident, only third-class hospital beds are covered; if unavailable, with insurer’s approval, second-class beds may be used but must be transferred to third-class beds when available. Costs for upgrading beds must be paid by the student. After paying hospitalization fees, students should submit the original receipt and medical certificate by registered mail or in person to the insurer for reimbursement. The maximum claim per hospitalization is NT$120,000.
4. OCSI Medical Benefits::
(1) Outpatient: Consultation, treatment or surgery; necessary medications, injections, materials, and laboratory tests.
(2) Hospitalization: Consultation, treatment or surgery; necessary medications, injections, materials, laboratory tests, nursing care, third-class hospital bed, and meals.
5. OCSI Medical Exclusions::
(1) Injuries or illnesses caused by suicide, alcoholism, drug abuse, criminal acts, or war and civil unrest. (2) Infertility, pregnancy, miscarriage or childbirth and related complications.
(3) Health checkups, vision correction, preventive vaccinations, cosmetic surgery, teeth cleaning, dentures, prosthetics, artificial eyes, or other auxiliary devices.
(4) Ambulance, medical certificate, designated physician fees, special nursing care, companion fees, non-treatment supplies.
(5) Systemic lupus erythematosus (congenital), hemophilia, hyperhidrosis, AIDS, sexually transmitted diseases, congenital diseases, sterilization surgery, organ transplantation, pre-existing conditions before insurance.
(6) Dental patients, simple convalescence, rest or rehabilitation are not eligible for hospitalization treatment.
