Overseas Students Residency Procedures

Application for Alien Resident Certificate (ARC) (For Non-Hong Kong/Macau Overseas Chinese Students)

You must first apply for a "Resident Visa" at the National Immigration Agency – Kaohsiung First Service Station. Seven days later, you may apply for the ARC at the National Immigration Agency.

To apply for the Resident Visa, please submit the following documents:

(1) Completed "Visa Application Form" (1 copy), with two 2-inch color photos (white background, taken within the last 6 months);

(2) Original passport (valid for more than 6 months) and copies (bio-data page and entry stamp page, 1 copy each);

(3) Certification of Enrollment( Apply at Division of Overseas and International Degree Student Affairs;

(4) Original and copy of the Overseas Student Distribution Notice (Proof of Overseas Chinese student );

(5) "Health Examination Report for Foreigners" ( Kaohsiung Medical University for the check-up; please proceed there on your own. Bring your passport and two 2-inch color photos; fee: NTD 1,500–2,000.) ;

(6) Visa fee: NTD 3,000

You must apply for the ARC within 30 days after entry. You must apply in person and provide the following documents:

3. Required Documents:

1. Admission notice

2. One color photo (4.5 x 3.5 cm, taken within the last 6 months)

3. Original and copy of passport and Resident Visa

4. Original and copy of Overseas Student Distribution Notice (Proof of Overseas Chinese Student )

5. Certification of Enrollment(Apply at Division of Overseas and International Degree Student Affairs)

4. Fee: NTD 500 (Per Year)

Application for Taiwan Area Resident Entry/Exit Permit (For Hong Kong/Macau Overseas Chinese Students)

For Hong Kong/Macau students entering with a ROC passport or entry permit, and overseas Chinese students without household registration in Taiwan, please note the following when applying for the Taiwan Area Resident Certificate and extension.

1. Application Method: Online application (https://coa.immigration.gov.tw/coa-frontend/student/entry?lang=en)

2. Collection Location: Kaohsiung City First Service Center - National Immigration Agency

3. Required Documents:

1. One color front-facing photo without hat (same as National ID photo requirements)

2. Scanned copy (color) of Hong Kong or Macau Permanent Resident ID

3. Scanned copy (color) of passport

4. Original entry permit (reason: overseas Chinese student for further studies)

5. Hong Kong or Macau identity certification letter

6. Overseas Student Distribution Notice

7. Certificate of Health Examination (1 copy, go to designated hospital)

8. Conduct Certificate (valid within 3 months; not required if under 20 years old)

9.Certification of Enrollment (Apply at Division of Overseas and International Degree Student Affairs)

4. Fee: NTD 2,600 (includes 3-year multiple entry/exit permit)

Already Holding an ARC upon Enrollment (NTNU Overseas Preparatory Program & Admission in Taiwan)

You must apply for an Alien Resident Certificate (ARC) within 30 days after enrollment. The application must be submitted in person. Please prepare the following documents:

(1) Application method: Online application (https://coa.immigration.gov.tw/coa-frontend/student/entry?lang=en)

(2) Collection location: National Immigration Agency – Kaohsiung First Service Center

(3) Required documents:

1. Student ID or Proof of payment (download from the registration system)

2. Certification of Enrollment (Apply at Division of Overseas and International Degree Student Affairs)

3. ARC

(4) Fee: NT$500 (one year)

ARC / ROC Extension

1. Application Period: You may apply for an extension online within three months before the date of expiry of your ARC.

3. Collection Location: Kaohsiung City First Service Center (National Immigration Agency)

4. Required Documents (submit as PDF files):

1. Scanned copy of ARC

2. Scanned copy of passport

3. Certification of Enrollment (Apply at Division of Overseas and International Degree Student Affairs)

4. A compliant ID photo (2-inch, upper body, front-facing, no hat)

5. Proof of payment (download from the registration system)

*** All files must be in color.

5. Fee: NTD 500 (extension for one year)

6. Notes: If your ARC expires while you are abroad, you must reapply for a Resident Visa before applying for a new ARC upon return. If you plan to leave Taiwan for an extended period during winter or summer break, please pay attention to the ARC expiry date and apply for an extension in advance.

Entry, Exit, and Departure Matters for Overseas Chinese Students

If your ARC has a red 【MULTIPLE RE-ENTRY PERMIT】 stamp next to the "Alien Resident Certificate" label at the top left, you may enter and exit Taiwan with your original passport (valid for more than 6 months) and a valid ARC.

Hong Kong and Macao students holding a “ROC” may enter and exit directly during the document’s validity period without applying separately for an entry/exit permit.

1. Overseas Chinese Students: After completing school leaving procedures, you may leave Taiwan directly. If you need to stay in Taiwan for special reasons, please apply for a deferred departure at the National Immigration Agency (no extra charge for short-term stays).

2. Hong Kong/Macau Students: After completing school leaving procedures, you must first apply for a single-exit permit at the National Immigration Agency and leave Taiwan within 10 days of receiving the permit (the Resident Entry/Exit Permit will be returned when applying for the single-exit permit). If you need to return to Hong Kong urgently, you may exit with your Resident Entry/Exit Permit and return it to the Hong Kong Taipei Economic and Cultural Office after returning to Hong Kong, which will forward it to the National Immigration Agency for cancellation (bring the permit, graduation certificate, and a printed explanation letter). If you do not return the permit after exiting, you will not be able to apply for short-term stay or tourist permits to enter Taiwan again.

3. Graduated overseas Chinese and Hong Kong/Macau students may apply for an extension of stay for job hunting with their graduation certificate at the National Immigration Agency (overseas Chinese students may stay up to two years, Hong Kong/Macau students up to one year).

Overseas Chinese Students: After completing suspension or withdrawal procedures, please go to the National Immigration Agency to process your departure (cancellation of ARC) and leave Taiwan within 10 days.

Hong Kong/Macau Students: You must first apply for a single-exit permit at the National Immigration Agency and leave Taiwan within 10 days of receiving the permit.

Lost ARC Replacement

1. Collection Location: Kaohsiung City First Service Center (National Immigration Agency)

2. Application Method: Online application (https://coa.immigration.gov.tw/coa-frontend/student/entry?lang=en)

3. Required Documents (submit as PDF files):

1. Passport

2. Certification of Enrollment (Apply at Division of Overseas and International Degree Student Affairs)

3. Police report (if any)

4. Replacement Fee: NTD 500

5. Processing Time: 10 working days (excluding holidays and time for submitting additional documents)

6. Notes:

1. The new ARC can be collected after 10 working days (excluding holidays and time for submitting additional documents) and will have the same validity as the original permit.

2. Please show the receipt when collecting your new ARC.

3. If your ARC is lost abroad, you may apply for a replacement online and enter Taiwan visa-free (if eligible), then collect your new ARC at the National Immigration Agency. If you are not from a visa-exempt country, you must reapply for a Resident Visa and ARC (follow the same procedure as new students coming to Taiwan).

1. If you do not apply for the ARC within the required period, the penalty notice will specify a deadline for you to complete the process. If you still do not comply, further penalties may be imposed.

2. If the period of overstay is less than 30 days and the original reason for residence still exists, you may reapply for the ARC after paying the fine.

3. If the period of overstay is 30 days or more, you cannot reapply for the ARC. You must pay the fine, leave Taiwan, and reapply for a visa and ARC upon re-entry.
